It's been such a positive experience having Evelyn as our property manager! Since she took over, the improvements to both the buildings and the neighborhood have been remarkable. You can really see the difference in the upkeep and overall atmosphere.

Evelyn is incredibly responsive and whenever we’ve sent in a request or concern, she is quick to get back to us. More importantly, she takes swift action to address it. It's reassuring to know that things will be handled efficiently and effectively.

Beyond just the basic responsibilities, Evelyn genuinely goes above and beyond to ensure our neighborhood is safe and hospitable for everyone. You can tell she cares deeply about creating a positive living environment through sending out weekly neighborhood updates, being an active participant at HOA functions, and listening to the general concerns and requests of the HOA members. We feel very fortunate to have her managing our community!

I worked with Shanna Brewer to help get a few panels in my balcony roofs replaced, and she was absolutely prompt, professional and an overall pleasure to work with! She knew exactly what the issue was, and her / the Cardinal Management team went a step further and found a problem with my upper balcony roofing that needed to be addressed. The roofing company that Shanna contacted, PSI roofing, were also very prompt and professional in their services, and they were able to resolve the issue efficiently. Overall, I am very happy with interaction with Shanna and Cardinal Management!

I am homeowner in Woodglen community. Cardinal management has been contracted to manage our community. My experience with our property Manager, Kimberly Miller has been completely unacceptable

I've been a homeowner in Woodglen for 5 years now: I set up Re-occurring payments to pay out of my bank account for my monthly HOA dues. Allegedly, a payment from Jun 2024 returned. I wasn't aware of this. In Jan 2025, I noticed my automatic payments stopped and I called Cardinal Management to inquire what may have happened. I was told I had been sent to collections for the missed payment from June 2024. In addition, they blocked me from making any Monthly payments starting Jan 2025.

I called the collections number Cardinal Management provided me with and find out it was an attorneys office. The attorneys office sent me
A letter demanding payment of a623 bill. What was originally $119 for missed payment is now $623. They added late fees to the $119 and added demand fee, turnover fee, and deed fee for $260

I asked cardinal Management and the attorneys office for an explanation for the fees outside the late fees, the attorney threatened to add more fees to look into. Can someone please help me make sense out of this. The attorneys office is also dragging their feet and has been unresponsive

In the meantime, the amount owed is being compounded. Cardinal Management has also blocked my ability to make payments, which even puts me in a bigger hole.

I've been emailing Cardinal Management and yet to get a response.

I dialed into the monthly HOA meeting and Kimberly Miller told they don’t discuss such cases in open forums. Yet, she addressed other homeowners billing issue on the open forum.

I've decided to escalate this case Maryland state attorney General because this practice is predatory towards a homeowner.

If you're thinking of contracting out to Cardinal Management, please stay away. They engage in predatory, fraudulent and unethical practices towards homeowners.

She is always professional, responsive, and truly dedicated to the residents. Crystal Williams is our current property manager and she has been exceptional. Coming in to a community that had a non-responsive property manager who was constantly dropping the ball on projects, Crystal came in and we immediately started to feel the impact. Not only has she addressed the issues that had been lingering, but she has doubled down on communicating with residents and conveying how their concerns are being addressed and keeping them properly updated. Furthermore, not only is she addressing the backlog of projects, but is also charging forward on new projects that need attention before they become a major concern. Well done to Crystal and her team. If i could leave a 10-star review, I would. Above and beyond expectations!!!

She is always pleasant and professional--willing to stay and deal with our questions and concerns. She is more than just a manager---she is a friend to many of us!
