Marcel Clarke at Millennium Strategic Investments is a total scam artist. My family and I own a small deck remodeling company in Annapolis, MD. He called asking for an estimate for repairing/refinishing the deck at a home he was purchasing near our office. He said that he needed the estimate to be as high as possible in order to help him make the sellers lower their price. We promised to give him a professional, thorough and truthful estimate at a cost of $125. He agreed and asked for it to be done as soon as possible. We made the trip out, photographed, measured and sent him the estimate, same day. I was able to reach him by phone one time after it was sent. He said that his 'financial department should have sent the payment already' and that he would have them do so immediately. Since then, he has dodged all of our calls and not paid a penny.

Side note: He apparently also owns 'Colonial Commercial Cleaning' in Manassas, VA. Many of the google reviews call him out by name as being dishonest and stealing from people.
